The Haryana State Pollution Control Board (HSPCB) has issued a public notice proposing to mandate that all industries and other establishments obtain a separate electric connection from power utilities like UHBVN or DHBVN specifically for their Effluent Treatment Plants (ETPs), Sewage Treatment Plants (STPs), and Air Pollution Control Measures (APCMs). This notice is a precursor to a formal directive under Section 33A of the Water (Prevention & Control of Pollution) Act, 1974 and Section 31A of the Air (Prevention & Control of Pollution) Act, 1981.
The move is motivated by the need to effectively monitor and ensure the continuous operation of these pollution control systems. Citing a decline in water quality in rivers like the Yamuna and Ghaggar and unsatisfactory air quality in many cities, the HSPCB aims to use electricity consumption data as a verifiable metric to prove that ETPs, STPs, and APCMs are running properly.
By requiring a dedicated power connection, the Board will be able to verify that the pollution control equipment is being operated consistently, rather than being shut down to save costs. The notice invites all stakeholders to submit their objections and suggestions within 15 days to assist the Board in finalizing its decision.
